Advertise the prom court nominations (if you have a prom court, if you don't, MAKE a prom court). 

Maybe try lowering your ticket prices? Or offering deals for buying couples tickets or something. If the tickets are too expensive nothing you can do will make people want to buy them.

Or have a prize and if someone gets a certain ticket number they win like the principals parking spot for a day. At my high school if there is something to be won, they will go for it.
